I was talking about this with my letter carrier just before the holidays and they said that the USPS, though better than a year or two back, is still struggling to find safe footing, financially. US citizens don't like paying increased postage rates as they've come to see the USPS as a right and basically equate postage hikes to tax increases all the while using domestic mail less and less. So they gouge folks on the international rates as it effects far fewer folks and those that it does effect are at the mercy of the system. This is all anecdotal of course, but interesting nonetheless.
